Wenhua in Clouds League is a collaborative network of higher education institutions, currently comprising 4 undergraduate colleges - Wenhua College, Wuhan City College, the College of International Business and Economics at Wuhan Textile University, and the College of Arts and Sciences at Hubei Normal University - as well as 3 higher vocational and technical colleges, including Wuhan College of Foreign Languages and Foreign Affairs, Wuhan Business and Trade Vocational College, and Wuhan Guanggu Vocational College. Additionally, a new undergraduate institution, Three Gorges Aviation College (tentative name), is currently under development. Collectively, the League's member institutions have served nearly 110,000 students across campuses in Wuhan, Huangshi, Yichang, Hong’an, and other places.

Its "Information and Communication Systems" is designated as a key discipline in Hubei Province, while "Telecommunication Engineering" and "Civil Engineering" are Provincial-Level Key Cultivating Majors. It has also hosted the Provincial-level Key Laboratory Teaching Demonstration Center in Hubei Colleges and Universities for the "Comprehensive Application of Information and Mechanical Technology" and the provincial-level internship and training base for "Mechanical Design, Manufacturing, and its Automation". The College of International Business and Economics, WTU capitalizes on its close proximity to the Optics Valley Free Trade Zone to underscore its specialized competencies in foreign trade, fashion design, and textile engineering. Through a rigorous talent cultivation process that integrates academic disciplines with industry demands and aligns curriculum with occupational requirements, the College has fostered a substantial number of highly skilled professionals renowned for their robust expertise, innovative prowess, and collaborative proficiency, contributing significantly to the development of Hubei, Wuhan, and the nation at large.
The College of Arts and Science of Hubei Normal University, in alignment with market and societal demands, is structured into 5 academic schools: the Humanities School, the Economics and Management School, the Science and Engineering School, the Education and Arts School, and the Marxism School, collectively serving nearly 15,000 students enrolled across 28 undergraduate programs and 25 associate degree programs. Three Gorges Aviation College (tentative) is a newly established, full-time, privately-run, application-oriented undergraduate institution that has been approved by the Hubei Provincial People's Government in 2020. It will be the first of its kind in the province, dedicated to providing aviation-focused higher education. Serving China's Civil Aviation Powerhouse Strategy and the development of Hubei Province's local aviation industry and regional economy, the College is dedicated to cultivating high-level talents in critical areas such as flight technology, aviation engineering construction, civil aviation transportation management urgently needed for the development of civil aviation transportation industry, as well as applied technical professionals urgently needed for the fields of local aviation tourism, financial management, and informatization. In its initial five-year plan, the College will launch its first 6 undergraduate majors, with the intention of expanding to nearly 20 programs by the end of the period, establishing an application-oriented disciplinary and specialty system with a focus on transportation, aerospace, and machinery as the main areas, complemented by management-related disciplines. It then aims to grow its student body to 10,000 and expand its total number of programs to close to 30, including the establishment of some provincial-level key disciplines and key majors, as part of its second five-year strategic vision.
